Everything in the celestial heirarchy is done with hexadecimals, that's a system using 12 as as base number like the decimal system uses 10.
there are 12 of everything:
12 dimensions to a universe
12 universe to a universal sector
12 universal sector to a galaxy
12 galaxy to universal federation
12 federation to an authority
and so on.......
